It was held by Yoon Jung-Cheon, a construction worker who sought "business deals" from the government and other celebrities in return, provided sexual favors (aka rape, drugging girls, etc.).
In March 2019, a woman "Lee" emerged and accused him and another man "Yoon"  (Yoon Jung-Cheon) of raping her several times. She also testified once back in 2014, to which he denied all charges.

Kim Hak Eui is claiming that he's being framed by Yoon.
